Dr. Carter Naylor is a consultant with RegNet Environmental Services in Washington, DC, advising clients on a range of chemical and environmental issues. Prior to taking early retirement from Huntsman Corporation in 1991, Dr. Naylor was a research chemist for 32 years. He conducted research on many aspects of surfactant chemistry, manufacturing technology and application markets.

Dr. Naylor has been involved with the Alkylphenols & Ethoxylates Research Council (APERC) and its predecessor organization, the APE Panel of the Chemical Manufacturers Association (CMA), now known as the American Chemistry Council (ACC), since 1987. His work with APERC includes conducting environmental research projects, presentations of research results at technical meetings and discussions with regulatory agencies in the US, Canada, and Europe.

In addition to APERC, he was active with the Linear Alkylbenzene Sulfonate trade group of the Council for LAB/LAS Environmental Research (CLER) and the Soap and Detergent Association.

Dr. Naylor is a member of the American Chemical Society, the American Oil Chemists Society and the Society for Environmental Toxicology and Chemistry.

He has a B.S. degree in Chemistry from Caltech and a Ph.D. in organic Chemistry from the University of Colorado.
